Make sure that the antenna socket you connected to has a UHF antenna on the other end and not a Dish. Also be aware that Apartment blocks often have an Antenna connected to a TV distribution system that converts the signal to different frequencies before sending to all the Apartments. Check with your Building Manager to see how the signal gets to your TV wall socket.
if theres only 1 wall plate socket may need a tv/sat separator unit to get rid of the sat signal harmonics
and are you on the top floor of the building? could be flylead pickup picking up enougth direct signal to partially cancel out the distributed signal

It might be best to ask your manager to get an installer or someone they know to come in and check it out, I knew a friend who had the same problem in Auckland CBD and even I tried to fix the issue, it was something with the internal system which caused several issues, so see if you can get the landlord or manager to get it sorted asap.

You could also try to partially remove the flylead out of the wall while you tune (just in case the levels are too high)
