The affected TV's tuner is probably not quite as sensitive as the other one and the signal may be marginal. Antenna should be UHF only with rg6 cable and good quality splitter all with f connectors. Check all cables and connections. You may need a masthead amp, different antenna, or separate antenna for each TV.
I have friends in Bell Block with similar issues on UHF analogue before the DVBT arrived . Huge belt of pine trees . Eventually found a spot much lower than original antenna location which got more signals from underneath the shelter belt where it had been thinned and pruned . Trees are now gone so issue went away .
You could possibly try one of those Kingray Low Noise UHF amps for DTV may just be enough to help ( MDA20U )
