I live in rented accommodation. I use a Panasonic TV (old, 5+ yrars), and a Dish TV set top box -- I had absolutely no difficulty re-tuning to get telecasts on all channels. But, I'm also trying to help someone else living here (his place is directly downstairs from mine). He's been having problems for a while, and has asked me to help him sort his issues out -- I said, let's put it off till today -- significance? his problems could have been something other than today's issues?. His problems -- I try to retune the channels, and it seems to do so, but I note that there are delays of a few to several seconds during the tuning process -- a listing of channels after the process shows all channels seem to be there; however, trying to watch the TV seems to be very much a stop/go process -- TV video and sound seem to come on for a few seconds but then sound stops and video freezes; "the reception" starting and stopping several times -- this seems to be the case with all channels, although some seem worse than others. He's using a Transonic TV (old) and a DC3-T set top box.
Anyone have any ideas what's going on in this situation, and what could be done about it? Person I'm trying to help is on a pension, so cost is a real issue. This is happening in Dunedin.

Sounds like a weak signal problem. Have you tried his box connected to your antenna and TV? As yours works Ok so should his. If it does it would indicate he has an antenna problem. If not he has a box problem.
Thanks very much for the prompt reply
One thing I forgot to mention -- we're using indoor antennas -- I'm using a set of "rabbit ears" for Digitat TV, he's got the "box shaped" aerial (roughly shape and size of remote control unit, but no switches of course) -- thinking it could be a "weak signal" / antenna problem, I swapped out his antenna for mine -- got exactly the same problems on his set -- so I guess that leaves his set top box or his TV -- right?
Not necessarily as his antenna is in a different location and much lower if he's downstairs. Your signal upstairs may be considerably stronger. Try his box on your antenna at your location and/or other combnations. Obvious solution is to install an outdoor antenna. Indoor ones rarely work satisfactorily.
