tvnz on demand not on freeviewon demand

Why are some programmes available on tvnz on demand not showing in freeview on demand i.e. The Capture.

Hi Richard, 

Usually this is up to the broadcaster to release this on the Ondemand programme, mainly because of rights. However I can follow up with TVNZ if you like;
